Microsoft opens $3.3 billion AI data center in Wisconsin; Virginia introduces electricity tax

My Take (Arnulf Christa): Microsoft's $3.3 billion data center in Wisconsin shows where energy demand is growing – Virginia's new electricity tax starting July 2026 becomes a cost risk for data centers. This also drives German and European infrastructure planners building such projects.

Microsoft has inaugurated its first operational hyperscale artificial intelligence data center on the Mount Pleasant campus in Racine County, Wisconsin, completing a USD 3.3 billion capital investment. The facility represents one of Microsoft’s flagship infrastructure projects supporting global cloud and AI computing demand. The campus is designed for expansion, with additional phases planned to accommodate growing computational requirements for large-language-model training and enterprise AI services.

Concurrent with the Microsoft milestone, the Commonwealth of Virginia has become the first U.S. state to enact a consumption tax on utility-scale data center electricity, effective July 1, 2026. The tax is set at USD 0.011 per kilowatt-hour, projected to generate approximately USD 600 million in annual state revenue. The measure reflects growing policy attention to the massive electricity demand and grid infrastructure costs associated with hyperscale data center operations.

In parallel market developments, Digital Realty has acquired 1,440 acres near Kansas City for hyperscale data center development and has secured power purchase agreements totaling 600 megawatts by early 2028, with total campus capacity planned at 2 gigawatts. These developments underscore data center construction’s emergence as the largest-volume infrastructure category globally, with direct implications for energy regulation, grid planning, and building codes across Europe and North America, including German and DACH-region data center markets in Frankfurt, Amsterdam, and emerging Eastern European corridors.
